US consulate is partially open for emergency appointment. You can schedule appointment in any consulate under NIE but you need to provide the reason for NIE in a written cover letter.

“We are pleased to announce that consular sections at the U.S. Embassy in New Delhi and our Consulates in Mumbai, Chennai, Hyderabad, and Kolkata will begin processing of student and academic exchange visitor visa applications on a limited basis on August 17.
Through consultation with our health and security professionals, we will open in a limited manner that puts the safety of our customers and staff first. We will first process emergency student and exchange visitor appointment requests received prior to August 12 and then offer public appointments.”
While it will continue to remain closed for routine immigrant and nonimmigrant visa services.

Most probably the U.S consulates and embassies will open for normal business from January 1st 2021. As of now we can only hope that things will get better and everything will be normal.
There are two reasons that can change the situation, the first one is obviously COVID19 and the other one is the USA general election. We all know how politics can impact immigration decisions.
Let’s talk about when the US consulates will reopen for other visa categories?
State department has tweeted on July 10 that, In some of the countries, US embassies will be opening from 15th of July. The reopening will be in phases like phase 1, phase 2 something like that
US embassies and consulates will reopen for Married and finance based visa like CR1, IR1, K1 visa applicants. Those who already had appointments in march and april will be given preference.
But if we talk about India then it is really hard to tell when they are going to open. India is a big country with a large population. So consulates and embassies will not open Until COVID19 situation is controlled.
But if you want to know when the US consulates and embassies will reopen in India, you can directly email to the particular consulate or embassy. You can even call them and ask about the updates.
As of now US consulates and embassies are closed in India for all kinds of Visas except emergency work. According to our sources they may open consulates and embassies by september for some visas like CR1, IR1 etc.

The trump administration has passed an executive order to ban certain visas including H1b, H4, L1 and J1. The ban says that no new visas will be issued to said category. USCIS News on March 20 2020
1. In response to worldwide challenges due to the outbreak of COVID19, the Department of State is suspending routine visa services at all U.S. Embassies and Consulates.
2. All routine immigrant and non-immigrant visa appointments will be cancelled by Embassies and consulates as of March 20, 2020.
3. USCIS said that if sources allow, their consulates and embassies will continue to provide emergency and mission critical visa services.
4. At this time we are unable to provide a specific date but our overseas missions will resume routine visa services as soon as possible.
Let’s talk about latest development
Since so many companies are not happy with the current ban on certain visas, they are asking the Trump administration to reconsider this decision. In the latest development, we have some positive news. They might reopen us consulates and embassies as soon as possible in India for H1b, F1, and other visa stamping.
