Let me share my own story as i have lived in both the states very long time. I came to the USA on H1b visa and i know the pain of road test.
Moving from California to New Jersey.
When I moved from California to New Jersey, it was pretty straight forward. I just went to my nearest DMV and submitted my California DL with 6 point address proof and I got my dL instantly. It was like exchanging California DL with New Jersey DL.
So, if you are from California to New Jersey, you don’t need to go through any test, just go to your nearest DMV office with your CA driving license and get the new New Jersey driving license.
Moving from New Jersey to California.
When I moved from New Jersey to California I had to write test again. I went to DMV with all my documents and New Jersey DL. I also gave my California DL number yet they asked me to write test.
So, basically if you are moving from New Jersey to California then you have to write test and if you passed the test then you will get your DL on the same day.
